Julane M Bowen (nee Zierolf)

Julane has over 20 years experience in a public sector environment specialising in corporate services management; organisational development; recruitment and selection; commercialisation; ministerial and government liaison; and policy development. Julane has a Bachelor of Arts degree in Public Administration with a Minor degree in International Marketing Management from California State Polytechnic University at Pomona. She graduated Cum Laude (with distinction). Julane’s final term at University was undertaken by exchange through Northeastern University’s UK program where a core component was an internship with British parliamentarian Rt Hon Margaret Thatcher in the local constituency office.
Julane has worked in 3 tiers of government during her time in the Public Service: Local (US), National (UK) and State (NSW). This breadth of experience is added to her years growing up working in the family businesses of retail, grocery and restaurants bringing a strong commercial ethic to Julane’s approach to customer service delivery in a public sector environment. This has led to Julane’s focus on commercialisation in the public sector to improve service delivery to public clients.
Julane joined the NSW public service in 1990 with the Department of Transport. During her tenure in the transport portfolio, she worked with the Department and 3 of the transport authorities (State Transit, State Rail, Roads and Traffic). Julane left State Rail in 1996 as Manager Corporate Services (RailNet) to undertake management contracting in the commercialisation field. During these years Julane was able to employ her expertise in National Competition Policy and it’s related legal parameters to a variety of organisational development contracts in the NSW public service. Julane has also specialised in recruitment and selection, employing the principles of capabilities based targeted selection as an independent member of several hundred selection panels.
Julane also undertook a contracted position as Director, Management Services with the Department for Women where she led the Management Services team through a period of structural realignment and systems review and development. This assignment involved a significant role managing industrial relations and the Union relationships. During this time she was a member of the Executive Management team responsible for facilitating organisational change through strategic planning and performance management.
Since this time Julane has contributed to, and often led, various Organisational Development and Change projects for Agencies in the NSW Public Sector while continuing to participate in many Recruitment and Selection panels. Julane has also contributed to the development, review and implementation of 3 Capability Frameworks for Agencies in NSW.
Julane also operates a small farm in the Southern Highlands where she breeds cattle, horses and dogs. Julane is very interested in community projects and has participated in a companion animal program at the local nursing home as well as currently being a member of the Picton Rural Fire Service volunteer brigade and the District Logistics Team.
